GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The Clinic Manager reports directly to and is provided leadership and supervision by the Children and Adolescent Services Director.  As the sanctioned representative of their designated Counties, manages the Center’s business for effective service delivery and the smooth operation of the daily clinic activities.  Responsibilities include program and staff development, staff management, and standards compliance through effective leadership, communication, team effort and performance improvement to staff supervised.  Provides administrative and program oversight of all staff in their provision of services.  Ensures services are provided to consumers and families.  The director is responsible for the performance of their staff and shall ensure compliance with set financial measures, set productivity standards and the quality of work done by staff.  Must be capable of developing and sustaining effective communication, working relations and collaboration with employees, county/city officials and other agencies.  Will be responsible for program planning, policy development, and inter-agency coordination of Medicaid service program.  Use of personal vehicles and travel may be required.
 
MINIMUM JOB QUALIFICATIONS
Applicants must meet the following minimum qualifications to be eligible for the position:
  • Bachelor’s degree from an accredited college or university in social, behavioral, or human services, plus three (3) years of full-time experience in a field relevant to the Program.  Each year of graduate level credit (24 semester hours) may substitute for each year of the required experience.
  • At least five (5) years of documented experience working as a case manager with a community mental health center.
  • Must meet Qualified Mental Health Professional (QMPH) qualification. 
  • Must reside in service area.
  • Fluent in Spanish/English.

PREFERRED JOB QUALIFICATIONS
Applicants who possess one or more of the following qualifications in addition to the minimum qualifications are preferred:
  • Master’s degree.
  • Two (2) years supervisory experience.
  • LPC, LPCI, LCSW.
  • Three (3) years of children’s services experience as a case manager or rehab worker.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of mental health, community service delivery, and the needs of consumers who have major mental illnesses and concomitant behavioral disorders, i.e., chemical dependency, personality disorders, intellectual disabilities, etc.
  • Must have a comprehensive knowledge of service components, policies, and daily operations of a community mental health center.  Requires the ability to understand and interpret pertinent policies and procedures accurately and clearly to staff.
  • Must have effective leadership skills including the ability to establish and maintain effective working relationships with co-workers, other agencies, and supervisory personnel.
  • Knowledge of local, state, and federal agencies/resources available to assist in improving the condition of the consumers and their families.  Working knowledge of center documentation, administration reporting and organizational skills.
  • Must have thorough knowledge of Camino Real productivity standards, requirements and expectations for child and adolescent programs and accurately communicate those requirements and expectations to staff.
