GENERAL DESCRIPTION OF DUTIES AND RESPONSIBILITIES:

The Chief Clinical Officer is responsible for the oversight, strong leadership, and the direction, of Camino Real’s mental health, intellectual and development disability, early childhood intervention, and substance abuse programs, all of which provide services.  Through oversight and directing of program activities work closely with program directors to ensure the center’s goals, program budgets, and contractual obligations are met.   Coordinates services with central administration; supervises staff; represents the Clinical programs on special projects; oversees and monitors assigned program budgets; assesses needs for services or service changes; and reviews, interprets and insures that programs meet all appropriate standards and set forth by the center and federal and state agencies.  Ensures assigned programs and services meet designated performance, productivity, and outcome metrics.  Assists Medical Director in prescriber recruitment, coordinating prescriber clinic assignments and scheduling of prescribers.  Facilitates the MH PNAC and the IDD PNAC.  The Chief Clinical Officer will promote the agency’s position and image that is reflective of the mission and the communities we serve.   Represents the Center throughout the service area in public events and with local stakeholder groups as well as serves as the liaison to public officials on an as needed basis.  Work is performed under the general supervision of the Chief Executive Officer with extensive latitude for the exercise of discretion and independent judgment.  Travel is required at least 15% of the time.  May work some late hours.   

MINIMUM JOB QUALIFICATIONS:
Master’s degree in the behavioral science field.  At least 8 years’ experience in a behavioral health middle management position required.
Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT).
Must have a valid Texas driver’s license, a good driving record for the past 3 years and professional license in good standing with the Texas Board.

Experience and proficiency using computer/office equipment and software:  Word, Excel, and Power Point.
PREFERRED JOB QUALIFICATIONS:
5 years working experience with community mental health center
Background in business administration. 
5 years previous experience post licensure. 
Approved LPC Supervisor
Bilingual English/Spanish

KNOWLEDGE, SKILLS, AND ABILITIES:
Excellent written and spoken communication skills.
Knowledge of trauma-informed theories, principals, and practices (includes multi-faced understanding of concepts such as community trauma, intergenerational and historical trauma, parallel processes, and universal precautions), preferred.
Excellent verbal and telephone communication with consumers, staff, and community providers.
Time management is required to meet service goals.
Ability to sustain the stress of constant travel including regional travel up to 50% of time.
Knowledge of applicable state and federal regulations.
Proficient in the use of Microsoft Applications, including Word, Outlook, and database.
Ability to work in a high stress environment.
Ability to work with other agencies to carry out their duties.
