GENERAL DESCRIPTION: The Chief Administrative Officer (CAO)
is a key member of the executive leadership team, responsible for overseeing and optimizing the administrative functions of Camino Real Community Services. This role ensures operational, efficiency, and regulatory compliance across multiple departments, including Human Resources, Benefits, Buildings and Facilities, Safety, and Training.
The CAO works closely with program, directors and leadership to align administrative questions with the center goals, budgets, and contractual obligations. This position plays a critical role in fostering a positive work environment, promoting the use of technology for efficiency, and ensuring that all supervised departments meet performance and compliance standards. Key Responsibilities:
  • Provides strategic leadership and direct supervision to administrative departments.
  • Ensure compliance with all applicable, federal, state, and local regulations.
  • Collaborate with program directors and the executive team to support organizational goals.
  • Coordinate with accounting and billing and other central administration departments.
  • Promote efficiency through technology in areas such as recruitment, on boarding, and training.
  • Represent the agency professionally in interactions with internal and external stakeholders.
  • Support risk management and policy development initiatives.
  • Customer service focus to ensure timely responses to vendors, employees, and other stakeholders.



MINIMUM JOB QUALIFICATIONS:
  • Bachelor’s degree in Business Administration, Public Administration, Human Resources, or a related Behavioral Science field (Master’s degree preferred).
  • Minimum of 7 years of progressive leadership experience in administrative operations, preferably in a healthcare, behavioral health, or public service setting.
  • Minimum of 5 years supervisory experience.
Must have a valid Texas driver’s license, a good driving record for the past 3 years.
Experience and proficiency using computer/office equipment and software: Word, Excel and PowerPoint.



PREFERRED JOB QUALIFICATIONS:
Applicants who possess one or more of the following qualifications in addition to the minimum qualifications are preferred:
 
  • Master’s degree in public health, administration, human resources, or behavioral health field 5 years working experience with local mental health or local IDD community center or similar agency
  • Background in business administration
  • Bilingual English/Spanish





KNOWLEDGE, SKILLS, AND ABILITIES:
 
  • Excellent written and spoken communication skills.
  • Knowledge of trauma – informed theories, principles, and practices (includes multi-faceted understanding of concepts, such as community trauma, intergenerational, and historical trauma, parallel processes, and universal precautions), preferred.
  • Excellent verbal and telephone communication with consumers, staff, and community providers.
  • Time management is required to meet service goals.
  • The ability to sustain the stress of constant travel including regional travel up to 20% of the time.
  • Knowledge of applicable state and federal regulations related to human resources.
  • Proficient in the use of Microsoft Applications, including Word, Outlook and database.
  • Ability to work in a high stress environment.
  • Ability to work with other agencies in order to carry out the duties.
